Hospitals in Ireland industry analysis

The provision of hospital services in Ireland is balanced between the public and private sector. Public-sector healthcare services are provided by the Health Service Executive (HSE), predominantly funded through taxation, though most patients are also required to make out-of-pocket payments for certain treatments. Rising waiting lists have resulted in private sector growth, with 2.4 million people having private health insurance in June 2022, according to the Health Insurance Authority. In 2023, nearly 500,000 people exceeded the government’s maximum appointment waiting times. Ireland is currently initiating steps to overhaul its healthcare system, given the glaring inefficiencies in the insurance system that only pays 12% of the country’s healthcare costs, according to the Central Statistics Office. Slaintecare wouldn’t be implemented until 2030, but the plan is to create a free universal healthcare system.

Trends and Insights

  • Rising demand has put pressure on public hospitals. The number of people waiting for public hospital appointments rose by 54% over the five years through April 2022, according to the National Treatment Purchase Fund, raising demand for private hospitals.
  • A rise in funding is improving access to public hospitals. HSE funding has risen year on year, with Budget 2024 announcing the biggest healthcare funding to date of €23.5 billion.
  • Dublin is an attractive location for private practitioners. Dublin is home to the largest number of hopitals because it holds the most people and its inhabitants earn higher incomes.
  • The HSE dominates the market, operating 48 hospitals in Ireland. HSE funding is growing yearly to help tackle an expanding and ageing population, supporting its market share.
