Temporary-Employment Placement Agencies in Germany industry analysis

The temporary staffing industry has struggled with declining turnover overall over the last five years. Since 2019, turnover in the sector has fallen by an average of 5.4% per year. As a result of the war in Ukraine and the sharp rise in energy and food prices, the business expectations of many customers deteriorated and limited their search for staff. Consumer sentiment among private households also deteriorated and potential candidates postponed their job search until supposedly safer times. In 2023, the number of temporary employment agencies at companies also decreased and fewer temporary workers were placed. As a result, the number of companies focussing on temporary staffing also fell. The reasons for this were the stagnating German economy and the subdued business climate of many corporate clients. However, despite the gloomy economy, the labour market as a whole is expected to see an intensified search for personnel and rising employment figures. As the industrial economy slowly recovers, the volume of orders in German industry is likely to increase. If the order volume increases, temporary labour can be deployed in line with demand without the need to expand the permanent workforce. In 2024, turnover is therefore expected to increase by 7.2% compared to the previous year to EUR 26.2 billion. At the same time, the conclusion of various collective wage agreements in 2024 is likely to put pressure on the profit margin of temporary employment agencies.Although it is becoming increasingly difficult to find suitable employees for customer assignments due to the low unemployment rate, the sector is expected to see growing turnover figures. Personnel service providers will face high demand in the coming years due to the structural labour shortage. Over the next five years, annual turnover growth is therefore expected to average 2.7%, which means that industry turnover is likely to total 29.9 billion euros in 2029. In order to better arm themselves against an economic downturn in the future, many companies in the sector will focus on digitalisation and occupying niche markets. Increasing specialisation, innovative business models and increased consolidation are therefore to be expected in the saturated market.

Trends and Insights

  • The sector is regarded as the integration engine of the German labour market. Temporary work enables many people with limited job opportunities to find employment in the German labour market. Many refugees find their employer through this sector.
  • The temporary staffing sector generates the largest share of turnover with the temporary employment of unskilled labour. However, skilled workers are currently in particularly high demand, which is why industry players are competing strongly for these workers.
  • The Central region is home to the largest number of companies in the employee leasing sector. Companies in this region benefit from the abundance of potential employees and customers.
  • Competition within the industry varies depending on the labour force in demand. Although companies try to differentiate themselves from one another by offering favourable rates, it is difficult for the temporary employment agencies themselves to cut costs, as the legal framework determines the level of pay for employees.
