Water Resource Management in China industry analysis

Over the five years through 2024, revenue for the Water Resource Management industry in China has been increasing at an annualized rate of 7.4%, to total $5.4 billion. This includes expected growth of 6.4% in the current year. The increasing urban population, deteriorating ecological environment and growing problems of waste and water pollution are driving demand for services from this industry.
China's total water resources were 2.6 trillion cubic meters in 2023, down by 4.8% from 2022 due to the reduced precipitation in the year. Although China's resources are significant, water resource per capita is small due to non-uniform regional distribution. In 2023, water resource per capital in China was 1,756.6 cubic meters. Consequently, the Chinese Government has introduced policies to support the development of the Water Resource Management industry.
As of 2022, there were 95,296 reservoirs in China with total capacity of 988.7 billion cubic meters, including 814 large reservoirs with capacity of 797.9 billion cubic meters, 4,192 medium-sized reservoirs with capacity of 119.9 billion cubic meters, and 90,290 small reservoirs with capacity of 70.9 billion cubic meters. Reduced precipitation has resulted in lower number of small reservoirs as more small reservoirs have water levels dropped below the "dead water level".
Over the five years to 2029, industry revenue is forecast to grow 5.5% annually, to approximately $7.0 billion. The main driver of industry growth will likely be rising government investment in the industry. To ensure the water supply, the Government will still have many projects underway, like the eastern- and middle-line program of the South-to-North Water Diversion Project, and many inter-basin and inter-region water diversion projects under construction over the period.

Trends and Insights

  • Low water resource per capital in China has supported industry demand. China has abundant water resources but low water resource per capita, which has increased the demand for water resource management.
  • Reservoir management is the largest service segment. There were 95,296 reservoirs in China by 2022. Reservoir management is expected to account for 59.0% of total industry revenue in 2024.
  • Industry operations are active in water shortage regions. Regions in water shortage need to divert water from other regions, which promotes industry demand.
  • Industry concentration level is low. The top four companies in this industry – CSNWD, Guangdong Water, HHO and BEWG – is expected to represent 19.8% of industry revenue in 2024.
